    lib: drop using `linux/tcp.h` kernel header for the FastOpen feature
Rely on POSIX `netinet/tcp.h` header for the `TCP_FASTOPEN_CONNECT`
macro (and for `TCP_NODELAY`).

`TCP_FASTOPEN_CONNECT` is defined by:
- glibc 2.26+ (2017-08-02)
- musl 1.1.19+ (2018-02-22)
- bionic (similar time frame)

This feature requires Linux kernel 4.11+ (2017-05-01), e.g. via
debian:buster, which also comes with compatible glibc and musl libs.

    ws: get random masks in batches
Every frame libcurl sends needs a new 4-byte mask. Each one was fetched
with its own Curl_rand() call, and Curl_rand_bytes() fetches only four
bytes per call to the TLS library, so sending small frames spent most
of its CPU time in RAND_bytes().

- let Curl_rand_bytes() fill the whole buffer with one
  Curl_ssl_random() call, unless CURL_ENTROPY forces the bytes, and
  drop the debug assert that Curl_ssl_random() only gets four bytes
- keep a 256-byte pool of random bytes in the websocket encoder and
  take each frame's mask from it, refilling it every 64 frames

./perf wssend, nanoseconds per frame, median of nine runs:

advantage of the extra error checking done by the URL API call.

    ws: set seen_close only after the whole CLOSE frame
The flag was set when the CLOSE frame header was parsed. When the
payload was split over several reads, the transfer stopped receiving
as soon as the first part had been decoded, and the rest of the status
code and reason was never read.

Set the flag once the decoder has passed on the complete frame.

Add test 2312, which makes the test server deliver the CLOSE payload in
separate reads.

    urlapi: copy whole path segments in dedotdotify()
Instead of appending the path to the output buffer one byte at a time,
copy everything up to the next slash in one go. Dot-segment handling
only triggers at a slash so the result is identical, with far fewer
dynbuf appends.

    writeout: write JSON strings in chunks instead of buffering them
jsonWriteString() collected the escaped string in a dynbuf, which needs
a size limit and can fail to allocate. Both cases lose the value and
leave an empty string behind, so %{header_json} could output ["small",]
for a header that needs more than 100000 bytes escaped.

Escape into a small stack buffer and write it whenever it is full. There
is no limit to pick and nothing left to fail, and an unbuffered stream
like stderr still gets one write per chunk rather than one per byte.
Also verify large escaped headers in test 1671.

    singleuse.pl: make it CMake compatible, fix to fail when input is missing
To work in a CMake job, where it was silently reporting success
unconditionally before this patch. And, to make it fail where it cannot
actually run due to missing static libcurl library. These combined
resulted in silently making no tests in CI.

Also:
- GHA/linux: fix to disable running this script in configure jobs
  not building static libs.
- GHA/linux: enable in a fitting autotools job.

After this patch the test in running in jobs 'CM awslc' and 'AM openssl
default'. I tackle the issues found in a separate PR.
