   GHA: reduce total timeouts for Linux and macOS jobs
   - Linux: 25 -> 15 minutes.
   - Linux H3: 45 -> 10 minutes.
   - macOS: 25 -> 15 minutes.
   
   On macOS this may catch flaky slowness seen sometimes in pytests:
